According to Becker and Scarce (1987, p. 264), teledemocracy is the use of telecommunications technology to promote, improve, and expand (a) direct, pure democratic forms such as town meetings, initiative, referendum and recall; and (b) the citizen informational and feedback functions of indirect democratic forms such as republics, where the population elects various legislative and executive officials to plan, promulgate, and carry out public policy. What was especially exciting at that time was the development of two-way communication capabilities in media that had traditionally been one-way; for example, cable television could be equipped with a means for registering feedback instantly from viewers.

A casual glance at the literature will confirm there are many more claims about the nature of the relationship between technology and democracy then there is actual research. But it is as important to understand the nature of these claims as it is to understand what the research reports, first, because these claims express the kinds of democratic goals to which we aspire for communication technology. Many democratic visions are no doubt utopian, as Carey (1988) warns us, but they articulate what we yearn for in our society and what we think we are or should be trying to achieve.
