One challenge in preparing the grant was to match our solution with the goals of the federal ( HUD ) program. Since the proposed center was neither housing nor traditional “economic development” (which means job creation), we needed to show that daycare would enable single mothers to enter the workforce and that technology training would allow residents to move from low-paying manual labor to higher-paying skilled jobs. We needed to prove that the presence of the dual-purpose center in the community could actually attract new businesses by offering training and child-care for their employees.
The site was dedicated for park use, and the Unity Council, a local community development corporation, received a grant from the California Coastal Conservancy to lead a process to design Union Point Park. REPERTOIRES OF PARTICIPATORY DESIGN As the team leader of FROSI , I assembled a group of artists, architects, and landscape architects to work on Union Point Park. I also coordinated a group of community organizers including the Unity Council, the City of Oakland Parks Department, the Trust for Public Land (a national nonprofit organization), and the University/Oakland Metropolitan Forum, an outreach unit of the University of California, Berkeley.
However, the alternatives I proposed were not always so readily accepted. In fact, to my naive surprise, unique designs catering to the needs of individuals were often looked upon with a great bit of suspicion, and I often Hersman house designed by found myself defending a design to the very person it was Kristine J.
