If cooperation is so diﬃcult, how is it that we observe as much cooperative activity as we do? Four possible answers are proposed below, which will receive varying amounts of attention in future chapters. These may be summarised as the development of reputation, the evolution of norms, the use of outside monitoring and penalties, and ﬁnally the creation of a cooperative ethos through leadership.
Each, we may assume, could live the life of a recluse, but none wishes to do so if cooperation with the others is capable of adding to his or her perceived satisfaction. The four meet and discuss various proposals which will make them all better oﬀ. No one will accept a deal which reduces their well-being below that of an isolated recluse, and similarly no ﬁnal agreement would hold if any two or possibly three out of four could beneﬁt by coming to some alternative arrangement between themselves.
Much eﬀort has been devoted to achieving more ‘plausible’ results; for example, Luce and Raiﬀa (1957, pp. 97–102). See also Radner (1981).
